Turf reinforcing mat will be installed along the length of the concrete channel, on both the north and south sides of the channel. The project does not include any work on the channel itself, except to replace the channel in the area where it washed out.

History of Hilltop Park
The Hilltop Park was dedicated in June 1974 and intended to operate as a dual-purpose facility, to act as an active flood control system during rain events and as a recreational park for the community during dry weather.
Slope Stabilization Project Summary
The Slope Stabilization project focuses on stabilizing the channel’s slopes within the park. Turf reinforcing mat will be installed along the length of the concrete channel, on both the north and south sides of the channel. The project does not include any work on the channel itself, except to replace the channel in the area where it washed out.
Given the park’s dual purposes, as an active flood control system and recreational park, work in this type of environment is complex and highly dependent on weather conditions.
We understand that extended construction timelines can be inconvenient, and we apologize for this inconvenience. However, public safety and the long-term stability of the channel’s slopes remain our top priorities. All work must be carefully coordinated and adjusted based on site conditions to meet environmental and safety requirements.
We appreciate the community’s patience and understanding as we continue moving this important project forward. The next project update will be provided in mid-June.
What the project involves:
The City is working to reduce erosion, protect waterways, and plant new trees to keep the park healthy and green. Some aging or unhealthy trees will be removed but will be replaced to support long-term safety and sustainability.
- Installation of turf reinforcement mat protecting the channel from erosion
- Installation of sod
- Planting trees
- Installation of new irrigation
- Constructing a concrete structure with cobble stones to slow the water and reduce erosion
Walking Paths and Bridges
Walking path and bridges will remain open in general but occasionally closed for construction activities. Closures are anticipated to last a couple of days at a time. Advance notice of closures will be provided as much as possible.

- Gazebos: Closed until end of project
