Hilltop Park Slope Stabilization Project
The City is working to provide maintenance and stabilization to the existing channel that traverses through Hilltop Park. This project will reduce erosion, protect waterways, and plant new trees to keep the park healthy and green.
**February 2026 Project Update**
The contractor has completed the concrete drainage channel’s stabilization by installing large rocks (known as riprap) to help prevent further damage during ongoing winter storms. Concurrently, the City’s Engineering Department is finalizing the permanent improvements needed to safely stabilize the channel. We expect this work to start after the rainy season has ended, which typically is in April. The construction fence will be in place until the permanent repairs are completed.
The parking lot’s damaged sidewalk and paving are undergoing repairs and are expected to be open to the public by mid-February.
This project focuses on stabilizing the channel within the park, which is part of an active flood control system. Work in this type of environment is complex and highly dependent on weather conditions. The area is especially vulnerable to erosion during heavy rain, and recent storms have resulted in unavoidable construction delays.
We understand that extended construction timelines can be inconvenient. However, public safety and the long-term stability of the channel remain our top priorities. All work must be carefully coordinated and adjusted based on site conditions to meet environmental and safety requirements.

What the project involves:
The City is working to reduce erosion, protect waterways, and plant new trees to keep the park healthy and green. Some aging or unhealthy trees will be removed but will be replaced to support long-term safety and sustainability.
- Installation of turf reinforcement mat protecting the channel from erosion
- Installation of sod
- Planting trees
- Installation of new irrigation
- Constructing a concrete structure with cobble stones to slow the water and reduce erosion
Walking Paths and Bridges
Walking path and bridges will remain open in general but occasionally closed for construction activities. Closures are anticipated to last a couple of days at a time. Advance notice of closures will be provided as much as possible.
- Playground: accessible / no impact
- Dog Park: accessible / no impact
- Gazebos: Closed until end of project mid-October 2025
