We are sharing two alternative concept plans for the Oxford and Fourth Park Master Plan. This survey asks which design features you prefer and how the park should serve the community. Your input will guide the development of the preliminary master plan.
Survey Introduction:
Oxford and Fourth Park Master Plan – Concept Design Feedback
Based on community input from the first survey and meeting (July 30, 2025), the City has created two design concepts for Oxford and Fourth Park. Both reflect the preferred “Nature” theme and top-ranked amenities, and were presented at the second meeting on September 4, 2025, at Lauderbach Elementary School.
We invite you to share feedback on the layouts and amenities to help guide the next step: a preliminary park master plan.
Both concepts include:
- Fenced off-leash dog area(s)
- Open turf areas
- Paved walkways with lighting
- Fitness and play areas
- Perimeter fence for safety
- Landscape buffers along edges
- Shade trees and picnic shelters
Key differences:
- Dog areas: Concept A has 1 (northeast corner); Concept B has 2 (northwest side)
- Turf areas: Concept A open turf is located at front corner (with fence for safety); Concept B open turn area is located at back corner
- Forms: Concept A uses angular layouts; Concept B uses curvilinear layouts
- Landscape buffer: Concept A includes a larger planting buffer/drainage swale on the south side
Due to site size and limited parking, the amenities shown on the concept plans are intended to serve pedestrians from surrounding residences, schools, and businesses. Other amenities, such as sport courts, were evaluated but would generate a parking need that would not be feasible at this specific site. These amenities and user groups will be considered in park planning efforts for other future parks to be developed on the west side.
Survey Questions:
Concept A: Activate
This design creates an active park for all ages with:
- Combined fitness/ seating/ play area
- A central shade pavilion for gatherings, picnics, and events
- Two large separate turf areas for open play and off-leash dogs
Concept B: Balance
This design offers a balance between fenced and open park areas with:
- Central walkway connecting Oxford St. to Fourth Ave. sidewalks
- Two separate (large and small) fenced dog areas on northwest side
- Play, fitness, seating, and open turf areas on southwest side
*Note: Concept B shows 2 dog areas but one of these areas could also become open turf (similar to Concept A)
